Departments
Assessor’s Office
The Assessors' Office and the Board of Assessors are responsible for determining the full and fair cash value of all real and personal property in the City of Peabody and the administration of Massachusetts General Laws relating to municipal finance and taxation.
Auditing Department
Provides the Peabody City Council with an independent and objective assessment of all municipal operations and financial processes in accordance with applicable auditing standards.
Building Department
Administers and enforces the State Building Code and all other related work required to inspect and permit construction work within the City of Peabody.
Cemetery Department
Oversees the City’s municipal cemeteries. Maintains records, grounds, and equipment, and assists with burial plot purchases.
City Clerk’s Office
The City Clerk is the official record keeper for the City of Peabody. Records kept by the City Clerk’s Office include vital statistics (including birth, marriage, and death), City Council documents, and election records.
Collector’s Office
Collects taxes as well as fields questions for all City taxes, which include real estate, personal property, water/sewer, and motor vehicle excise taxes.
Community Development
Leads the community’s vision by coordinating sustainable development, natural resource stewardship, economic vitality, and people-centered transportation through obtaining grants and administering fair and reasonable government regulations based on short- and long-range planning.
Department of Public Services (DPS)
Oversees the City’s public works and water utility systems, ensuring the safe and reliable operation of roadways, drainage networks, water supply, and wastewater collection.
Facilities Department
Manages and maintains a diverse portfolio of municipal buildings and grounds essential to City operations. The department is responsible for more than 2 million square feet of building space and over 1,100 acres of land, encompassing more than 55 City-owned facilities.
Farms (Brooksby and Tillie’s)
Enhances quality of life in the City of Peabody through the stewardship of City-owned farms, preservation of open space, and promotion of local agriculture, sustainability, and community engagement.
Finance and Administration Department
Responsible for the overall direction, coordination, and administration of the City’s financial management functions.
George Peabody House and Leatherworkers Museum
Collects, preserves, and interprets the life and legacy of philanthropist and native son George Peabody.
Health Department
Promotes the health and well-being of residents of (and visitors to) Peabody through the provision of school health services, public immunization clinics, communicable disease follow-up, health education, public health emergency response, and the permitting and inspection of facilities.
Human Resources Department
Provides centralized human resources services including recruitment, benefits administration, labor relations support, and employment compliance for the City of Peabody’s municipal workforce. Partners with City leadership and departments to support effective workforce management while promoting fair, consistent, and legally compliant employment practices.
Information Technology Department
Serves as a strategic partner to all City agencies and departments by delivering innovative, secure, and reliable technological solutions. Provides leadership in technology planning, implementation, and governance to ensure systems and services align with the City’s operational goals and long-term vision.
Delivers dependable infrastructure, enterprise applications, cybersecurity, data management, and technical support services that enable daily operations, regulatory compliance, and informed decision-making. By maintaining scalable, secure, and resilient systems, ensures continuity of services and positions the City to adapt to evolving technological demands and community needs.
Library
The Peabody Institute Library is a historic, three-branch public library system that provides Peabody residents with free access to books, technology, educational programs, and cultural resources that support lifelong learning and community engagement.
Mayor’s Office
As Chief Executive Officer of the City of Peabody, the Mayor implements the City’s strategic vision, oversees the budget, serves as Chairperson ex-officio of the School Committee, and promotes a thriving, equitable, and inclusive place to live, learn, visit, and do business. The Mayor’s Office staff supports the Mayor in day-to-day operations and strategic initiatives.
McVann O’Keefe Skating Rink
The James McVann-Louis O’Keefe Skating Rink provides a wide variety of recreational ice- skating programs for the community at affordable prices.
Municipal Security Department
Provides comprehensive safety and security oversight for City-owned properties, personnel, and members of the public. Operates with a proactive, risk-based approach, focused on prevention, mitigation, preparedness, and coordinated response.
North Shore Children’s Museum
Brings children, families, and the community together through accessible, hands-on learning experiences that use the power of play to spark curiosity, creativity, and early childhood development.
Parks, Recreation, and Forestry
Enhances quality of life in the City of Peabody through the stewardship of parks, public spaces, urban forests, and recreational programs for residents of all ages.
Peabody Council on Aging
The Peabody Council on Aging (PCOA) addresses real concerns of our aging population by providing social services, nutrition, transportation, engaging classes, programs, and activities as well as offering volunteer opportunities. Operates a licensed Adult Day Health site to support participants that need medical assistance to attend a program outside of their home.
Peabody Fire Department
Promotes the safety and protection of residents of (and visitors to) Peabody through fire suppression, emergency medical response, rescue operations, fire prevention and inspection services, public safety education, and preparedness for natural and man-made emergencies.
Peabody Municipal Light Plant (PMLP)
A not-for-profit electric utility owned by their customers. PMLP is dedicated to providing safe, reliable electricity and high-quality service to customers at the lowest possible rates.
Peabody Police Department
Protects and serves the community by safeguarding lives and property, enforcing laws, and reducing crime.
Purchasing Department
Sources various goods and outside services for support of departmental operations and their service delivery to City residents. Responsible for finding qualified contractors to perform construction and repair of our buildings, public works, and non-building site projects.
Retirement Department
The Retirement Board provides accurate and timely guidance regarding retirement regulations and benefits to members and their beneficiaries. The retirement system is funded by an annual appropriation from the City, employee contributions, and investments.
School Department
Peabody Public Schools is actively working on an organizational structure for public consumption. The City of Peabody’s Operations and Service Delivery Guide will be updated to link to this information once available.
Social Services and Behavioral Health Department
Supports the mental and physical health of Peabody residents through primary prevention, intervention, referrals to treatments, and ongoing client support delivered through a team of clinicians and care coordinators.
The Meadow at Peabody Golf Course
Provides a public golfing venue and recreational opportunity to both residents and non- residents.
Treasurer’s Office
Receives and disburses City funds, negotiates borrowing, and acts as custodian for City monies.
Veterans Services Department
Provides services for veterans and their dependents that may include applying for benefits (both state and federal), helping with applications for VA medical care and services, helping in employment and underemployment situations along with monetary support (if qualified under the State 115 benefit program).
